    Abstract

    This paper reports on the findings of Cultural Masterplanning, a UK-wide action-research program 1996-2024 in collaboration with the UK property industry to investigate new processes and methods to better engage people in the transformation of their city. The research introduced artists’ methods to evolve novel processes effective in engaging people earlier and for longer, than is usually achieved in urban regeneration. The research Introduced the ways artists think (rather than what they make) to urban projects at scale and discovered that an open approach centred on provocation and ‘not knowing’, is effective in placing local people’s voice at the centre of city transformation processes.
